After we clarified something in chat, I am fine with the dynamic of the planets except for the money aspect. Money is extremely easy to get as it is, there is no reason to add free money to game that would really only benefit the largest/strongest alliances.

That makes an unbeatable planet that makes money. That is not a good idea. There was a reason planets were knocked down from 70 to 45, there were like 7 games in a row where a 70 wasn't even hit.

I agree with this change, it would also make bounties an important aspect to the game, as alignment rarely changes enough to create significant bounties.

4x7 gal will it have bars in the other sectors? Otherwise that is an easily mineable place.

My concern is the map is too large, if there is a way we could make the neutrals smaller maybe to a 16x16 as well that might be better. That would eliminate 288 sectors, 144 from each neutral. At least making the map a more managable 1676 sectors.

First off it is great to see you posting HK, and secondly I love the map idea, it mixes the races up nicely and puts some separation of planet gals but still close enough that you aren't moving much more than 50 sectors to an enemy. I think this is a nice balanced map.
