Mar that is a great idea. That accomplishes two tasks we have now seen suggested. The idea of bigger roles for presidents and this new one about port upgrades.

this can be a big advantage for hunters..if they read in the news that a port is being upgraded that know that route is being traded which there for it alot easier to find your route..i think its a bad idea..

Exactly, means its a good idea. Trading is to easy as it is, and there are far to many lazy traders.
