Yes, and for those who are not able/willing to coordinate should they just not play at all? They can also have alliances that fulfil their goals, they might not be yours but it is what they choose to do. If you think there are people in those alliances that would come together under the right leader then feel free to attempt to be that leader, don't just expect others to suddenly change.
