Well, the alien gadgets offer interesting new strategies, so it should be possible to get them.
My suggestion would be (I think I mentioned this before) that full-time excavaters get:
Level 4 alien weaps 1/4th into the game
Level 5 alien weaps and ships around halfway into the game
Gadgets at 3/4th of the game
Remember, full-time excavaters will not have many repairs left to trade, so they will have very low xp by the time they get anything alien.
Anyway, I think this has nothing to do with the effect of past repairs: the amount of alien points you gain can be controlled by using the formula that determines how many alien points you get from donating alien goods, independently of past repairs.
