how does the game determine what your rating is? For example i had a rating of 4 of 9 which meant i was under fed protection when in there space. How does the game come to that rating?

It's not 4 of 9, it's 4 attack rating and 9 defense rating.
Defense rating is determined by the sum of your shields and armor (+ drones multiplied by some number that escapes my mind right now) divided by 100.
Attack rating is determined by adding shield and armor damage that your weapons can do (+ drones multiplied by some number that escapes my mind right now) divided by 40.

weapons all have a set amount of damage they do, to find out each individual weapon just do the same thing as Attack formula without the drones and round it to the nearest number.

So PPL, Nuke and HHG are all 8/ HPL would be 4/ CBD would be 6/ etc etc.

A ship a certain amount of hard points each. You can only have 1 level 5 weapon, 2 level 4 weapons, 3 level 3 weapons 4 level 2 weapons or any number of level 1 weapons on your ship to stop you grabbing 5-6 PPL's or whatever.

This may not be totally acurate, these formula's were for SM not SMR, but the weapon ratings havn't changed much since SM.....

Combat: Attack Rating = INT(((armor dmg + shield dmg)/40) +(drones/50))

e.g. Federal Ultimatum
Holy Hand Grenade
Salvene EM Flux Cannon
Salvene EM Flux Cannon
Salvene EM Flux Cannon
Creonti "Big Daddy"
Creonti "Big Daddy"
Torpedo Launcher
120 Combat Drones

INT(((750+600)/40)+(120/50)) = 36

so that's how to come up with the attack rating.

Actually I think it's ROUND and not INT.

INT mean to round :P Though I can never remember if its .5 rounding up or whether its just round any fraction down. Two possibilities. ;)

INT truncates whatever is behind the '.'. 8.9 becomes 8. ROUND means the nearest round number. 8.9 becomes 9. That is the difference. Btw .5 ROUND's up.
