Can you buy ships not of your own race?

If yes then what are the conditions to buying them?

You can't. There would be no idea for having races if you could, really.

Unless you're trying to buy Neutral ships,which anyone can buy.

You can only purchase your own racial ships and neutral ships, however, you CAN purchase other racial weapons, provided you're at peace with that race.
