Why don't I have Fledgling yet?

You have 3 kills and 55492 traded experience

Fledgling - 10 kills and 40000 experience OR 60000 experience OR 15 kills.

So that means that each kill is like 4000 xp(60000/15=4000)
so 3 *4000=12000
add that to my total xp (55492+12000=67492xp) That's well over the neccassary 60000 xp total but I'm still ranked as beginner. Is the system different or what?

Yes it's different. Your kills do not count as exp or vice versa. If you don't have both the requirements (40k+10) you'll need to have either the 60k or 15 kills. The 60k is regardles of kills(below 10) and the 15 kills are regardsless of exp (below 40k).
