The first number in your ship rating is the attack rating. This tells you how much damage your ship can potentialy do. The max attack rating is 36, and only two ships can have that rating (the Federal Ultimatum has a max ship rating of 36/17 and the Creonti Devastator has a max rating of 36/21). It is determined by the damage of your weapons plus combat drones. The formula for attack rating is (total armor and shield damage of your weapons/40)+(number of combat drones on your ship/50). You can raise it by getting more weapons or combat drones, but be careful because if you raise it too high you will not get federal protection at beacons of ultimate protection. The attack rating you can have while still getting fed protection depends on your alignment. Check the section 8 of the manual for the exact numbers on fed protection.

The second number in your ship rating is the defense rating. This tells you how much damage your ship can take. The max defense rating is 23, and only the Ik'Thorne Mother Ship has that much defense, with a max ship rating of 16/23. Defense rating is calculated by adding up your ships shields and armor and dividing that total by 100 plus the number of combat drones on your ship times 3 than divided by 100. You can bring up the defense rating by buying more shields, armor and combat drones. Shields and armor are sold at all racial HQs. Combat drones are only sold at the Ik'Thorne HQ and Combat Accesories hardware shops.
One hundred victories in one hundred battles is not the most skillful.
Subduing the other's military without battle is the most skillful.
