I think you are too worried about people abusing it. Put a camp on image size and make it common knowlegde abuse = ban. Add a warning right at the place where you add the pic. If someone is willing to still do it then we are short one loser at a slight cost.. Just be sure the outline of what is acceptable is made clear. ie. no porn, no cursing ect
