There should be a feature to see the last time the logged on

ex: (when looking on the roster have a green dot next to their name if it has been within 24 hours.
a yellow dot for 2-3 days and a red dot for anything after.

There is currently a version of this under the Alliance | Options | Remove Member, it shows when that person was last online and it has some colour coding (green/yellow/red from what I remember).
